Forest Diversion Proposal

The Ministry of Environment, Forest and Climate Change (MoEF&CC) has issued guidelines for diversion of forest land under the Forest (Conservation) Act,1980. If there is a diversion of forest land is involved, the project has to obtain approval/clearance from the Regional Office of the MoEFCC and/or Central Government (MoEF&CC) after submitting Forest Diversion Proposal.

Type of project 

A.  All proposals involving upto forty hecatres (40ha)  of forest land,

B. All proposals involving diversion of forest land for linear projects such as roads, railway lines, transmission lines, pipelines etc., irrespective of area of forest land involved

C. All proposals involving forest land of more than forty hectares, except those involving diversion of forest land for linear projects, such as roads, railway lines, transmission lines, pipelines etc. irrespective of area of forest land involved

For type-A & B projects , Forest Clearance is granted by Regional Empowered Committee (REC) at regional office of the Ministry of Environment, Forest and Climate Change (MoEFCC) located at Chandigarh, Lucknow, Bhopal, Bangalore, Bhubaneswar, Shillong, Ranchi, Dehradun, Chennai and Nagpur.

For type-C projects,Forest Clearance is granted by Forest Advisory Committee (FAC) at central government (MoEF&CC)

How to submit your forest diversion proposal?

Recently, the MoEF&CC has launched the single window portal PARIVESH for submission of Forest, Wildlife & CRZ Clearance proposals. ‘PARIVESH’ stands for Pro Active and Responsive facilitation by Interactive, Virtuous and Environmental Single-window Hub.

Forest clearance stages

As per the para 4.2 of the Forest (Conservation) Act, 1980 forest diversion clearance is given in two stages. The Ministry of Environment and Forests (MoEF&CC) first gives ‘in-principle’ approval to divert forest land for non-forest purposes based on the recommendations of the Forest Advisory Committee on the submitted Forest Diversion Proposal. This approval is subject to the certain conditions to be fulfilled for stage-II/final approval.

  • Draft and submit responses raised by the authorities
  • Liaison till the final approval (Stage-I and Stage-II) from the MoEF&CC
