The process includes the submission of a comprehensive proposal detailing the land required for diversion, the purpose of the project, and an environmental impact assessment for Stage-I clearance. Stage-II focuses on fulfilling the conditions set during Stage-I approval, such as implementing compensatory afforestation and payment of net present value (NPV).
